The conference room on the forty-seventh floor overlooked Tokyo's sprawling metropolitan maze, its glass walls reflecting the amber glow of evening streetlights. Makima sat at the head of the polished obsidian table, her amber eyes catching the city's luminescence like twin stars in the darkness. Around her, seven figures shifted uncomfortably in their chairs—each one a devil of considerable power, each one believing they had come here of their own volition.

"Thank you all for accepting my invitation," Makima began, her voice carrying that peculiar quality that made listeners lean forward despite themselves. "I trust you understand why you're here."

The Knife Devil, manifesting in the form of a pale woman whose fingers ended in gleaming blades, was the first to speak. "You promised information about the Gun Devil's fragments. We're listening."

Across from her, the Shadow Devil—appearing as a man whose edges seemed to blur into the surrounding darkness—nodded slowly. "The Gun Devil's power could tip the balance significantly. But why bring all of us together? Surely you know we're not... allies."

Makima's lips curved in what might have been a smile. "Precisely why I chose each of you. You see, I've been observing a most interesting phenomenon. Each of you has been seeking the same thing, yet none of you possess the complete picture."

The Fear Devil, hunched and trembling despite her considerable power, clutched at her tattered shawl. "What game are you playing, Control Devil? We know what you are."

"Do you?" Makima's voice remained perfectly modulated, neither rising nor falling. "Then you know I value efficiency above all else. War is costly. Destruction is... wasteful. But what if I told you there was a way for each of you to achieve your goals without the messiness of direct conflict?"

The Lightning Devil crackled with nervous energy, electricity dancing between his fingers. "Speak plainly. What do you want from us?"

Makima stood gracefully, moving to the window. The city spread below them like a circuit board, millions of lights pulsing with human activity. "Have any of you wondered why the Gun Devil's fragments have been surfacing in such... convenient locations? Why each discovery seems to occur precisely when tensions between your territories reach their peak?"

The room fell silent except for the soft hum of the building's ventilation system. The Memory Devil, whose form shifted constantly like a half-remembered dream, was the first to understand. "You've been orchestrating the discoveries."

"Not orchestrating," Makima corrected gently. "Guiding. There's a difference. The fragments were always there. I simply... arranged for them to be found when they would be most useful."

The Despair Devil, whose presence made the air itself feel heavy with hopelessness, raised her head. "To what end? What do you gain by setting us against each other?"

Makima turned back to face them, and for a moment, the amber glow in her eyes seemed less human than something far more ancient and calculating. "Evolution. Growth. Strength through adversity. Each conflict has made you stronger, more focused, more... pure in your purpose."

"You've been using us," the Knife Devil hissed, her blade-fingers scraping against the table's surface.

"I've been helping you become what you were meant to be," Makima replied calmly. "Consider the Shadow Devil's recent expansion into the eastern districts. Would that have happened without pressure from the Lightning Devil's territorial push? And Lightning Devil, would you have discovered your ability to channel through electronic networks without the necessity of competing with Shadow's infiltration techniques?"

The Shadow Devil's form rippled with anger. "You manipulated our conflicts to force innovation."

"I provided opportunities for growth. The choices were always yours." Makima moved back to her chair with fluid grace. "But now we've reached a new phase. The Gun Devil's core fragment has been located."

Every devil in the room tensed. The Gun Devil's complete form represented power beyond their individual capabilities—a force that could reshape the very nature of fear itself.

The Fear Devil's voice quavered with anticipation. "Where?"
